This app has been removed from the Play Store. Guess you'll have to wait until Andriod L officially drops or if you are willing to install the preview on a Nexus device.
You don't have to wait for the final version of Android L to be released in order to get your hands on the new keyboard. You can get it today, without installing the developer's preview and without rooting your phone. So what are you waiting for?

-Network access: Syncs dictionary-Can read what you type: it's a keyboard, if you want it to be able to add things to the user dictionary then you need this.
-Reads personal info & contacts: Allows the keyboard to automatically add contact names to type suggestions.
